合并 OpenAI 规则到 AI.list，精简配置

Browse Source 
- AI.list: 新增 OpenAI CDN/Azure/Arkose/IP 规则
- Shadowrocket.conf: AI 规则集提至最前，移除冗余的 OpenAI/Anthropic 外部规则集
